(A) Introduction:

 

*  Scientific & Commercial Tea Plantation have been designed by adopting 300 Nos. Small Tea Growers family in (one) village as families oriented scheme at Biate and Ngopa during 9th and 10th plan period, forming Small Tea Grower Society / SHG in each village for permanent income by the farmer by selling green leave to the processing factory as well to earn revenue by State Govt. and Tea Cess @ 0.30 paise per kg of made Tea per annum by Govt. of India.

 

*  Tea Nursery & Plantation activities followed by setting up of Processing Factory is being carried out as per Scientific & Commercial method of Tocklai TRA, Jorhat, Assam and Tea Board of India w.e.f 1993 – 1994 onward as it is continuous programme from 0 - 200 years.

 

*  Planting material like Tocklai released Bio-clonal Tea Seeds, clonal cutting, manure etc. are use for plantation as per Tocklai TRA recommendation as per Soil & Climatic condition, procured from Tocklai TRA approved Tea Seed producing garden / seed Bari and TRA approved clonal cutting nursery.

 

The following physical Achievement made for Tea Development by Industries Department as a Nodal Agency and member of Tocklai TRA, within 1995 – 1996 to 2008 – 2009.

*  Registration of Small Tea Grower – 1,500 nos. of family for 6000 Hact. of Land, with Tea Board of India, Ministry of Commerce under  the provision of Tea Rule 1954 to obtain various subsidy from Tea Board, during Oct – Nov, 2009.

 

*  Individual Land patta/ pass with Map issued by concern V.C.P. submitted to Tea Board.

 

*  Individual Land position certificate issued by concern Deputy Commissioner of the District submitted to Tea Board.

 

*  Land Map slowing area and boundaring description surveyed / drawn, and issued by Land settlement Dept. Govt. of Mizoram submitted to Tea Board.

 

*  Soil testing report from TRA Tocklai for Land area for all 5 villages, submitted to Tea Board. 

 

(B) Tea Board Scheme under provision of Tea Rules – 1954 for various Subsidy after having valid registration with Tea Board, Govt of India.

*  Tea planter should be the member of TRA.

 

*  Small Tea Grower means Individual Small Grower – Land holding up to 4.00 Hact. – under Tea per family.

 

*  Formation of Small Tea Growers Self Help Group with minimum 50 members or more under one command.

 

*  Tea nursery grant @ Rs. 2 (Rupees two) per serviced plant with Tocklai TRA Specification is providing by Tea Board.

 

*  Subsidy provided by Tea Board for new Tea Planting in N.E. region by Small Growers Capital Subsidy - @ 76,000/- per Hact. after Tea Plantation with bush population  not less than 10,000 per Hact.   

 

*  All Cultural operation & Soil Conservation measures should be under taken as per norms recommended by Tocklai TRA / Tea Board.

 

*  Financial Assistance in the form of Subsidy would be provided @ 25% of unit cost.

 

*  Subsidy will be provided 50% of Cost for vehicles / Trucks, Trailers for haulage of green leaf.

 

*  Subsidy @ 100% for revolving corpus fund for fertilizers pesticide etc.

 

*  One time Capital grants Rs. 30,000/- for leaf collection shed, 100%. 

 

*  Rs. 50,000/- subsidy for input storage Godown as one time grant 100%.

 

*  100% subsidy to Nylon leaf carring bag.

 

*  Revolving corpus fund as one time grant provide @ Rs. 10,000/- per Hact. of Tea area under   command of SHG with a ceiling limit of Rs. 5.00 (five lakhs.).

 

*  The bush population in the planted area shall not be less than 10,000 per Hact.

 

*  All payment is release only after inspection of physical achievement made by individual conducted by the Tea Board officials for considering the eligibility of the application and   disbursement under the scheme by A/c payers cheque only.

 

(C) Tea Factory

*  Tea Board Is providing subsidy limited up to 25% of Total Cost of Plant & Machinery for Tea Processing Factory (per factory).

 

(D) HRD

(1) Industries Department, Govt. of Mizoram is having 6 (six) Nos. of Tocklai trained Officers who are with B.Sc (Botany) and Engineering Graduate Background with more than 15 (Fifteen) years practical experience in Tea for execution and supervision of field works.

 

(2) Beides 15 Nos. of Small Tea Grower member @ 3 Nos. each from 5 new SHG i.e. Baktawng,     Khawzawl, Saipum, Saiphai and Bungthuam etc. have trained in Tea Science & Management (5 month course) at Tocklai TRA, Jorhat, Assam during 2009 – 2010. Most of them are graduate. All of them are presently working in their respective SHG.

 

(3) 20 Nos. of Small Tea Growers member from new 5 SHG have been trained at Dhekiajuly, Tezpur, Tocklai TRA, Jorhat and AAU Jorhat Assam, during 2010.

 

(4) 20 Nos. of Small Tea Growers from Biate & Ngopa have trained at Nilgri South India, during 2004.

 

(5) 20 Nos. of Small Tea Growers member from Biate & Ngopa have trained at Tocklai TRA, Jorhat and AAU Jorhat, Assam in 1999.

 

(6) All Small Growers have been trained by departmental Tocklai trained expert Officer in their respective village & garden.

 

(E) Future vision
        (1) It is proposed for Development of Tea Industries in the following villages where there is huge waste land available for Tea Plantation as soil, rainfall, humidity, land elevation etc. very suitable for tea where tea plantation can easily be developed by adopting Small farmers. Besides, there is a tremendous, damand for orthodox Tea in global market, produced in the North Eastern Region. Terefore, it is proposed to cover more waste land under tea Industries at (1) Sialsir (2) Lungsum (3) Rawpuichhip (4) Phainuam (5) Lungdai (6) Saitual (7) Tuipang (8) Darzo (9) S. Khawdungsei etc, etc.
